Our Party is highly encouraged by the overwhelming mass participation in and support extended to the ‘Mechi-Mahakali National Campaign’ which started from Kakarvitta (Jhapa district) on 4th March 2017 with great enthusiasm and reached Rajbiraj (Saptari district) on 6th March. Our party cherishes with great respect this mass enthusiasm and wave of supports in favour of national unity, territorial integrity, self-respect, implementation of the constitution, social harmony and prosperity and extends our sincere thanks to all the participating masses. We would also like to sincerely thank all those who extended support in various ways to make the program a success. We would like to express our sincere appreciation for the efforts made by the party cadres and the security forces who maintained security despite terror, threat and chaos created by the Madhesi Morcha in Saptari and other areas.
While the campaign was advancing with the enthusiastic wider mass participation, some extreme elements associated with the Madhesi Morcha resorted to various obstructions unwarranted terrorist-like attacks on the security personnel. When the campaign had reached Inaruwa (Sunsari) from Jhapa and Morang, the unruly groups from the Madhesi Morcha pelted stones at the vehicles used in the campaign. But we moved on with restraint. Dejected by the huge support gained by the campaign, the extremist elements hurled shoes, waved black flags and tried to attack on the program venues. Still, our rank and file did not lose any patience and maintained complete restrain.
While the campaign was preparing for the program in Rajbiraj, the people associated with Madhesi Morcha unleashed attacks on the cadres of CPN (UML) indiscriminately and torn down the banners. We appealed to the local and central leaders of Madheshi Morcha repeatedly to exercise restraint and honour the constitutional rights of expression, organising mass meetings, and rights of association of all. We had requested the government and local authorities to ensure the peaceful conduct of CPN (UML) program without any threat, harm and disturbance. When the main opposition party CPN(UML) launched a peaceful campaign in accordance with the provisions of the constitution, universal democratic norms and the values of human rights, they were threatened by Madhesi Morcha cadres with serious obstruction to the program, violently attacking on the party leaders and cadres, smeared UML cadres with black soot, destroying and torching the vehicles, terrorising with the bomb threats at various locations, an threatening individual household members with dire consequences if they participate in the program.
The security forces had to deactivate some of the bombs planted on the way to the venue of the program. In order to normalise the situation, we had changed the previously designated venue of Rajbiraj Stadium and also the route of entry to Rajbiraj. But when the meeting was going on peacefully in the Gajendra Narayan Industrial District, the Madhesi Morcha unruly people pelted stones from outside, chanting indecent slogans, and attacking the security forces with stone, sticks and petrol bombs. They even made premeditated attempts to encircle and physically assault the leaders and cadres as they were on their way out from the venue towards the highway. This is an outrageous attack on the constitutional right of anybody or organisation for peaceful assembly anywhere in the country. Several cadres of the party were injured by stone-pelting and more than 50 vehicles were damaged and half a dozen motorbikes were set on fire. They have openly defied the norms of civil society, democratic values and basic human rights. As a result of their wanton acts, four people have lost their lives and many others were injured. Since Rajbiraj incident took place as result of heinous criminal character and acts of people associated with the Madhesi Morcha, the responsibility for the entire consequence of above incidents lies on the Madhesi Morcha.
On 7th March again, the Morcha related people attacked at the program venue in Rajbiraj and made violent attacks at the CPN (UML) offices in Saptari and Siraha districts. They have seriously threatened our local leaders and cadres to vacate the district in Dhanusha district. The UML cadres in Rautahat districts were attacked and smeared their faces with black soot and attempts were made in several places creating a state of terror. All of these activities are directed to stop the implementation of the constitution adopted by the sovereign Constituent Assembly of Nepal, to spoil the social harmony, unity, peace and stability and obstruct the development. Thus it is a conspiracy to hinder the Nepali people from deciding their own destiny. The despicable incident being staged in Rajbiraj is a part of a game-plan to sabotage the election which is an integral part of democracy and weaken the country by aggravating conflicts between political parties of the country to allow the inimical elements to fish in the troubled waters. We have seriously taken note of all these developments, which clearly shows institutional participation of the Madhesi Morcha and also serial attacks at our peaceful and disciplined gatherings. When they failed to stand on a fair competition on political, ideological or programmatic plan with us and also lost ground with the mass support, and when they realised that their slander campaign against UML will no longer hold water in the face of the current mass campaign, they resorted to violence in Rajbiraj causing death of four people. The responsibility for the human loss caused in the course of disrupting a peaceful program must be fully taken by the Madhesi Morcha. We would like to draw serious attention of the National Human Rights Commission towards such violent activities and demand for an impartial investigation and let the facts be known to all.
The intention of the Home Ministry in recalling of CDO and police chiefs from Saptari while they have a vital role to play in bringing the situation to normal in the district is also shrouded in further doubts. In view of the objectionable statement against the campaign by the home minister right from the beginning, he cannot be absolved of his share of responsibility in this regard.
As the date for local elections has already been announced for 14th May 2017 under the provisions of the constitution and there is an obligation to complete regional and central election within December 2017, there is a clear ill-intention of sabotaging the democratic process by throwing the nation into chaos, indecision, conflict and crisis behind the Rajbiraj incident of violent attack on the peaceful program of the CPN (UML). We firmly denounce the attempts to mislead the people by falsely accusing the CPN (UML) of any kind of attacks against the cadres of Madhesi Morcha. The evolvement of all the sequence of events have clearly shown that it is a premeditated plan to spoil the social harmony and unity in order to bring a state of crisis in the country. Those who are engaged in arson, stone-pelting, the party offices in fire and threatening politicians and infringing upon basic human rights of the people must be brought to justice and the CPN (UML) strongly demands the government to maintain law and order in the country and guarantee the security of people. We call upon the government and Human Rights Commission to conduct impartial investigation and bring the truth and facts before the general public. We call upon all the responsible political parties to take seriously such attacks against peaceful gatherings and denounce such despicable acts. The CPN (UML) will bring out the details with all facts in the days to come.
In order to prevent further aggravation and loss brought by the state of terror created by the parties associated with Madhesi Morcha and to maintain the social harmony, we have decided to postpone our campaign for three days. But from 10th March onwards we will resume our program from Hetauda, details of which will also be announced soon. We call upon all members of the CPN (UML) and all the well wishers as well the general public to enthusiastically participate in the campaign.
